This reef was planned the by Royal Thai Navy, in cooperation with Pattaya City Hall and the Department of Marine and Coastal Resources,

The Secretary of the Environment and Natural Resources Ministry Mr. Sakda Noppasit, accompanied by Chonburi’s Governor Komsan Ekachai, Deputy Mayor Ronagit Ekasing and the Chief of the Department of Marine and Coastal Resources Mr. Boonchob Sut-ti-ma-na-sa-wong officially opened the Ecosystem Preservation Project among many reps from all relevant authorities and the Royal Thai Navy.

The Mattapoen 761 Royal Vessel has been off duty since 2008, and was purchased from America when 2nd World War ended. It was a 9.76 meter-wide and 35.25 meters-long, a good size for creating another reef for marine life.
